A Sheridan man was sentenced to prison Tuesday in Fourth Judicial District Court. Sheridan Media’s Ron Richter has the details.

Last fall, 31-year-old Kyle Keleher was arrested and charged with aggravated assault and battery and strangulation of a household member for an incident that occurred on October 14, 2023 when Kelleher allegedly threatened another individual with a loaded firearm at a residence in Sheridan. On April 9, 2024, Keleher, pursuant to a plea agreement that was reached with the State, pleaded no contest to both of the charges. 
The plea agreement recommended a sentence of 4 to 6 years in prison for each felony charge, suspended in favor of a nine month split-sentence followed by what would have been six years of supervised probation due to the recommendation to run the probationary terms for each sentence consecutively.

At a sentencing hearing Tuesday, District Court Judge Darci Phillips, citing the aggravated and violent nature of the crimes, coupled with the defendant’s criminal history, rejected the terms and conditions of the plea agreement and sentenced Keleher to 3 to 5 years in prison for the strangulation charge and 3 to 5 years in prison for the aggravated assault and battery charge, suspended in lieu of three years of supervised probation, and to run the sentence consecutively to the prison sentence for the strangulation charge so that Keleher would begin his three year probationary term following his release from prison. 

Judge Phillips ordered Keleher to pay a total of $575 in fines and assessments. The Court did not require Keleher to pay $450 in restitution to the Division of Victim Services and $750 in public attorney fees due to the prison sentence. Keleher was given 239 days of credit for time served of presentence confinement.

A 26-year-old Sheridan woman changed her pleas on a number of drug related charges at a hearing Tuesday in Fourth Judicial District Court. Pursuant to a plea agreement reached with the State, Katelynn Bulkley pleaded guilty to two felony counts of delivery of a controlled substance – cocaine and one count of felony conspiracy to deliver a controlled substance – cocaine. Bulkley also pleaded no contest to two counts of misdemeanor possession of a controlled substance for being in possession of Marijuana, and LSD.

The plea deal recommends a capped sentence of 3 to 8 years in prison for each of the felony charges and to run the sentences concurrently. For the two misdemeanors, the State is recommending 90 days in jail. The defendant can argue for a more lenient sentence at the sentencing hearing. District Court Judge Darci Phillips scheduled sentencing for September 3 at 9 am and ordered that a presentence investigation be completed by the Department of Corrections Division of Probation and Parole and continued Bulkley’s bond under the same terms and conditions that were previously set in Circuit Court.

According to court documents, in June of 2021, special agents with the Wyoming Division of Criminal Investigation learned that Bulkley was a source of supply for cocaine in Sheridan. On two separate occasions last year, Bulkley sold Cocaine to a confidential informant during controlled buys that were part of an investigation by the Wyoming DCI Northeast Enforcement Team.
