In 1791, states ratified 10 of the original 12 proposed amendments to the U.S. Constitution.  Which one was never ratified?

President Washington sent the 12 proposed amendments state legislatures in October 1789.   Ten were ratified in 1791 and became known as the Bill of Rights. 

The only one of the original 12 amendments not adopted would have required that each congressional district contain no more than 50,000 citizens. That cap might have been realistic in 1789, but with the population of the United States now exceeding 300 million, the House of Representatives would today have more than 6,000 members and would need to meet in a stadium rather than a chamber.

The proposed amendment concerning Congressional pay was not adopted until 1992 and became the 27th Amendment. 

Government cannot force homeowners to allow soldiers in their homes.
