Buffalo City Clerk Treasurer Informs Johnson County Voters on Upcoming One Percent Proposal
Johnson County voters will soon consider three projects through a specific purpose sales tax question on the upcoming election ballot.
City of Buffalo Clerk/Treasurer Julie Silbernagel appeared on Sheridan Media’s Pulse informing the public on a proposal that would divide a single cent of sales tax among three separate projects voters could approve. The measure includes a sunset provision, meaning when the amount of funding required is reached, the tax will be removed.
Should voters approve all three projects, it would amount to a total of a one cent tax, rather than three cents. And Silbernagel noted that voters are not being asked to approve one $11 million package.
Instead, voters are being asked to vote on the approval of each individual project. Voters can approve one, two or all three projects on the ballot.

According to the city, Buffalo and Johnson County generated approximately $3.7 million in 1% sales-tax revenue during the Fiscal Year 2026. Utilizing that fiscal year’s collections as a benchmark, should all three projects pass, the city estimates the $11 million could be collected in approximately three years. Fewer voter approved projects would mean fewer dollars to collect and an earlier expected sunset.
If all three pass the total amount needed to be raised will be $11,028,696.71. Find more by visiting the City of Buffalo’s informational webpage here.
