Judge Outlines Procedure for Replacing County Commissioner

Fourth Judicial District Court Judge Darci Phillips, who has been tasked with choosing the new Sheridan County Commissioner, issued a Supplemental Order on Friday outlining the procedure that will be followed during interviews of the three candidates this Wednesday.

The three candidates, Michael Arzy, Bryan Helferich, and Holly Jennings, will be sworn under oath and interviewed in alphabetical order, also being subject to sequestration.

Each interview will be limited to 20 minutes.

Candidates will then be asked: “What is your name? What country and state do you reside in? What is the month and year of your birth?; Are you a registered voter? What is your registered party affiliation? Are you currently adjudicated as a mentally incompetent person? Have you ever been convicted of a felony? If so, have your civil voting rights been restored?”

They will also be asked “What qualifications do you have to serve as a county commissioner? Why do you believe you should be appointed to fill the vacancy on the Board of County Commission?”

The interviews will be conducted Wednesday morning beginning at 9 a.m. in the District Courtroom at the Sheridan County Courthouse.

Judge Phillips has announced that she will issue a written decision on her selection on or before Tuesday, September 19.

    Looks like the law will finally be adhered to. It’s just a shame our commissioners failed us. Didn’t have to be this way, if the CC’s had just used the proper procedures and followed the law. Can’t they Read?

      Mr Fox everything you say about this matter is nonsense…you are ripe with conflict of interest since you have been trying to become a Sheridan County Commissioner for years without fruition…because the voters of Sheridan County know better

        For 120 years Sheridan County had three commissioners. In 2008 we increased to five. Since that time, the re-election rate for incumbent commissioners is 100%! There’s a built-in problem with races that have citizens challenging two or three commissioners at a time. We have two US senators but they never come up at the same time. Why? Because it’s next to impossible to defeat two incumbents at a time….much less three!
        (Clue as to why the commissioners are fighting so hard to keep others OUT of the club, it’s because they know that once IN, there’re permanently in office) Unless, of course, they’re found guilty of dereliction of duty !

        Congrats to our new Commissioner Holly Jennings!! Justice and the Rule of Law still thrive in Wyoming. The other “Failed Four” commissioners may want to brush up on Roberts Rules and then lawyer-up.

    Everything I’ve said about the “Failed Four” current (as of today) commissioners to follow the Law, is 100% factually correct. My narrow misses for office (first-runner-up in 3 of 4 runs) are immaterial to the facts. All four commissioners willfully Failed to follow Roberts Rules, broke the law (18.3) and violated heir Oaths of Office. A growing number of people know this Truth and they are demanding the “Failed Four” commissioners be held accountable!
    And thank-you for the opportunity to shed more light on this issue. I enjoy informing the Public with Truth.

    Will do sir. Failure to do one’s job is a very serious offense. In the military, dereliction of duty is a courts martial offense, with hard-time imprisonment, if convicted. The civilian world should be no different. Commissioners are elected by “We the People” to do an important job. When they fail, as they did by NOT selecting a fully qualified person to fill the vacancy, they let down everyone in Sheridan County. It looks to all the world like they pre-planned to fail and thus send it to a Judge. And she was very clear, this morning, that she was not happy with having to do a job, they should have done. Commissioners can and will be held to account. Either soon or in the ensuing months. And remember the voters will have their say on three seats, (a majority of the Board) in 2024. All four failed commissioners are in hot water….and they know it! I wonder if Thompson was just the first, of several, to leave?
