Cap Tax Project List Presented to Council

The Sheridan City Council met for their first meeting of March Monday night. Sheridan Media’s Ron Richter has the details.
The Sheridan County One Percent Specific Purpose Capital Facilities Tax, or Cap Tax as it is better known, was last renewed by voters in Sheridan County in November of 2013. Revenue from the cap tax is used exclusively to fund capital projects throughout Sheridan County. Renewal of the tax will be on the ballot in November. The Sheridan City Council and City staff have been working on a prioritized list of proposed projects for the City’s portion of the tax. Interim City Administrator Mike Jackson presented the Council and Mayor Roger Miller with a project list at Monday night’s Council meeting.
The cap tax that voters approved in 2013 was in the amount of $40 million that was raised over the past eight years. The amount, and project list has yet to be determined, as there will be a meeting on March 31 between the City, Sheridan County, and officials from all of the municipalities within Sheridan County.
Other business from the Council meeting included second reading approval of ordinances pertaining to the Sheridan Municipal Cemetery and the Downtown Development Authority. Council also received updates on the Advocacy and Resource Center and the Pay-as-You-Throw and Commercial Organics Collection Pilot programs. Actually, the Cap Tax was approved for about $24 million. After the vote, the county Commissioners unilaterally raised the amount to $40. That extended the usual 4 year vote timeline out to 7 yrs. Almost Double the amount and the gov’t doesn’t have to get our approval so soon. Clever. So will they double the amount again so it stays in place till 2034? Just things we should know before voting again. We’re tired of paying the Highest Sales Tax in Wyoming. We need a tax break. Cap it at 5%.
