Council to Consider Tobacco/Vaping Ordinance

The Sheridan City Council at their regularly scheduled business meeting Monday night will be considering first reading of an ordinance that would increase the fine amount and penalties for any minor possessing or using tobacco products, electronic cigarettes or alternative nicotine products. The ordinance was initially requested by officials with Sheridan County School District Two as a means to deter minors from using tobacco products on school grounds, however, the ordinance that the Council will be considering will be citywide. Wyoming Statute prohibits anyone under the age of 21 from possessing a tobacco product. The ordinance that is being proposed would allow for a fine of up to $750, which is the standard misdemeanor maximum. Under the proposed ordinance, the Court may also order the minor to attend a tobacco education class and if the minor is convicted three times, he or she would then be eligible for probation and required community service.

The Council will also be considering first reading of an ordinance intended to clarify the enforcement issues that the City has had under the current code for animals at large, aggressive animals, cruelty/neglect of animals. The meeting is scheduled for 7 pm Monday and will take place in Council Chambers on the third floor of Sheridan City Hall.

    The article that I read extends “aggressive” behavior to dogs who are on leash. I would like to offer this for consideration: there are way too many dog owners who consider any walking path to be an off leash area. They are not. Often, aggressive behavior from leash dogs is caused by unleashed dogs running at them. The unleashed dog may not mean any harm to the leashed dog or to the leashed dog’s owner but the leashed dog sees them as a threat. There are a lot of dogs, through no fault of their own, have become dog aggressive. They also need to be walked and enjoy time with their people. They are the hardest dogs to get adopted out of shelters and are frequently killed at kill shelters. If this expansion of this ordinance goes into effect, those dogs will then be deemed unadoptable. They are NOT unadoptable! They are good dogs, they just need their space. I do want to thank everyone who does leash their dogs and give space to those dogs whose previous lives have made them scared or protective.
