Heroin Dealer Changes Plea in District Court

A change of plea hearing for 26-year old David Osteen was held Thursday in Fourth Judicial District Court in Sheridan. Osteen was arrested in Sheridan County on May 29 of this year when a trooper with the Wyoming Highway Patrol pulled over a vehicle on Interstate 90 near Sheridan for speeding. According to court documents, all four occupants of the vehicle, two males and two females, appeared to be disoriented. Following a search of the vehicle, Osteen was arrested and charged with Conspiracy to Deliver a Controlled Substance- Heroin, Possession of a Controlled Substance With Intent to Deliver- Heroin, and Possession of a Controlled Substance- Heroin.
Pursuant to terms of a plea agreement reached with the State, Osteen pleaded “guilty” to the conspiracy and possession with intent to deliver charges. In exchange for the guilty pleas, the State agreed to dismiss the possession charge as part of the plea deal and is recommending a sentence of 3 to 4 years in prison for each count, with the sentences to run concurrent to one another. District Court Judge John Fenn ordered that a presentence investigation be completed and set the sentencing date for January 14 at 10:30 am.
