SPD Chief and Captain Talk Structure
During an appearance on Sheridan Media’s Public Pulse, Sheridan Police Department Chief Travis Koltiska and Captain Tom Ringley spoke on the department’s organizational structure.
The Chief said the Sheridan Police Department, like many law enforcement agencies, operates as a paramilitary organization, meaning it follows a structured chain of command and standardized training model similar to the military, while remaining a civilian agency under local and state authority.

Designed to improve operational efficiency, strengthen unity of command and clearly define lines of authority, responsibility and communication, the department is divided into three primary bureaus: Administrative Services, Patrol Operations and Special Operations, each with specific roles that support public safety and internal operations.
Led by the Captain, the Administrative Services Bureau includes administrative services, evidence services and records services. This bureau is responsible for managing department records, evidence and property, coordinating special projects and grants, developing policy, overseeing facility maintenance and assisting with recruitment of volunteer staff. Operating behind the scenes, this bureau provides support necessary for the department to function effectively.
The Patrol Operations Bureau is led by a lieutenant and consists of patrol teams made up of a sergeant, corporal, officers and communication technicians. Patrol Operations is responsible for traffic safety, the K-9 program, the field training officer program, tactical operations and responding to calls for service, while also working closely with the community to address concerns.
The Special Operations Bureau, also led by a lieutenant, includes school resource officers, community service officers, a detective sergeant and detectives, and handles animal control, recruiting and hiring, media contacts, internal affairs and felony or specialized investigations.
