Aaron PalmerDuring the Consent Agenda in their regular meeting earlier this month, the Sheridan County Commission accepted and approved the Official Position Schedule Bond for five Deputy Clerks of Court.
The $10,000 bonds with a premium of $35 each, were issued through Western Surety Company and are in effect from February 22, 2024 through February 22, 2025.
Also approved by the commission was General County Warrants as well as General Airport Warrants for the month of February.

The commission seems able to do the mundane, but unable to do the really important jobs, like filling a vacancy on the Board. The four commissioners failed to select a nominee to fill a critical Board Vacancy. Their failure forced a Judge to do their job. How many ways did they Fail us?
-They Failed to fill the vacancy.
-They Failed to use the proper voting procedure
-They Failed to get any of the Four to say, “Second.”
-The Chairwoman Failed to “Motion” or “Second” Anyone.
-The Chairwoman completely abstained for voting at all.
-The Chairwoman refused to do her Job by voting/seconding anyone!
-The Chairwoman Failed to call for a second vote.
-The Chairwoman Failed to acknowledge that all 3 were, in fact, Fully-Qualified to serve.
-The Board Failed to understand the Law.
-The four commissioners Failed to do their Job. Period.
All four should be removed from office for dereliction of duty and breaking their Oaths of Office.
-AT minimum, the chairwoman should be removed for gross and willful failure to follow the law. And since it was pre-planned; that adds collusion and conspiracy to violate the Law, on top of all the Failures!

Seems you’ve been a very unhappy man for quite sometime. Looks like according to your thoughts the failed four is ALL WE NEED. You’re always looking for something that in your eyes “need fixed” that’s not really broken. You’re certainly not the leader type that would have someone stand up and say WOW, he is right. That’s obvious by how many times you’ve lost at the polls. It looks like you wanted to do something illegal back in 2016. Good thing the failed four prevented that from happening. I don’t even see where your fellow committee members support you in anything you’ve written on this site or the press. Interesting.
I’m sure we’ll see you out on the street corners holding signs that make us wonder who in the world is that guy and why would anyone pay attention to him. So until then…

Incumbents call Fox proposal unethical, illegal
SHERIDAN — As the primary election draws closer, one candidate has argued that the system in which Sheridan County voters vote for Republican candidates is flawed.
Republican Sheridan County Commission candidate Dennis Fox has actively protested against the county board having five commissioners, saying that there are too many individuals on the board for its workload.
He also said the primaries are unfair, essentially securing an incumbent a spot in the general election.
In an information sheet he provided to the Sheridan County Commission at its Aug. 2 meeting, Fox wrote that the election is “legally rigged” and presents an unfair advantage to the incumbents. Sheridan County Commissioner Tom Ringley, who is seeking re-election, said that Fox’s proposal is not only unethical but illegal. He said Fox’s system strips voters of one of their votes. Additionally, he said commissioners have no say over how many votes voters can cast in an election.
“I am shocked that someone running for that office would not have a basic idea of statutory requirements and responsibilities,” Ringley added. “It is just inherently wrong to ask anyone to do this. By altering a ballot to only allow one vote for a county commission candidate deprives people of their right to vote for two candidates,” Ringley said in response to Fox’s statement. “I find it extraordinary that anyone would suggest that the county commission would want to be complicit with that kind of thought.”
According to Wyoming statutes, “Adjacent to the title of the office shall be printed ‘Vote for one’ or if more than one (1) are to be voted for, ‘Vote for not more than,’ then the appropriate words and figures designating the proper number to be elected.”

I stand by everything I said in 2016. The way we currently run the county commissioner race is “Non-Standard” because it offers more than one vote per voter. Those additional votes give incumbents an inherent, mathematical advantage. In 2016 there were two seats up, two incumbents running and only One challenger. A full 66% of voters can vote for the challenger and he can still lose if the voters equally split their “second” vote. In a standard election 51% Wins. In a non-standard, multi-vote election, like our current commissioner race, a challenger can get way more than 51% (again, up to 66% of VOTER) and lose.
I know it sounds absurd, but I’ve had the math reviewed by a Math PH.D and it’s absolutely true. That’s why the non-lawyer, Ringer didn’t want to change the # of votes. It would eliminate their math advantage. If someone votes for the challenger….where does that second vote go? In 2016 there were only Incumbents to gather in that second vote.
I was advocating that for the Primary Only, we honor the 2,000 year-old history of “One person, one vote.” With the top 2 vote getters advancing to the general.
Would it have worked? Absolutely! The mayor race in 2016, had 5 people in it, with one vote per voter and the top 2 advanced to the general. It worked just fine.
Calling my proposal “illegal” was just the corrupt commissioners lashing out to protect their multi-faceted “legally-rigged” election system. I was right and it touched a nerve. The Truth usually does when corrupt politicians are found out.
