SCSD #2 Board Discusses Recent Legislation

On Monday, May 5, the SCSD#2 Board of Trustees recognized several individuals and teams for their accomplishments, including SCSD#2 Superintendent Scott Stults, who has been named as 2026 Wyoming Superintendent of the Year.

Immediately after the recognitions, the board adjourned for an executive session to discuss personnel matter and consider information classified as confidential.
Resuming the meeting, Scott Stults gave his superintendent’s report, saying that May 10 is prom and there are two graduations coming up, Schiffer Friday May 23, 6 p.m. at the Whitney Center for the Arts building, Kinnison Auditorium, and SHS Graduation will be on Sunday, May 25, at 11 a.m. It will be held outside, weather permitting. Scott added that this Thursday, May 8, he will hold his fourth and final superintendent’s chat at SJHS, from 5:15 to 6:15.
He talked about some legislation that has recently passed, that affects the school system. He mentioned HB 147, an act relating to diversity, equity and inclusion. He said this has been put on hold for a time. He talked briefly about the legislation concerning concealed carry in schools, and he addressed that subject later in the meeting. He mentioned HB 199, EFA, and how the this will affect the public-school systems.
Another bill came out of the senate, concerning school bathrooms, and students are required to use the restroom that corresponds with their biological sex. Unisex bathrooms are also available at the schools.
Stults added that this is teacher appreciation week.
There was one community member, Harry Pollak, who had a comment about the change on the agenda. He was concerned about how much time was taken up by the recognitions, which he felt should maybe be added to school assemblies instead of at board meetings. He also commented on the board having the executive session before instead of at the end of the meetings.

Rebecca Adsit, Assistant Superintendent, reported on the upcoming topics to be discussed at the Board Meeting Luncheons for the 2025-2026 year.

Several policies were approved on first and second readings, and Stults talked about the concealed firearms policy, HB 172 repeals gun free school zones.
The policy states that school boards can draft a policy that would be specific to the requirements to get a concealed carry permit. “Right now, that threshold is extremely low,” Stults said. The policy, specific to the bill,
He added that according to the policy, if accepted, open carry would not be allowed in the school. He said the board can draft a policy or leave it as it is. The board moved to work on a policy concerning the concealed carry. There was discussion about having more input on the policy, and Chairman Rader added this,
In other business, Leslie Haberkern, Food Services Director, stated that lunch prices would remain the same for the upcoming year.
Next meeting will be held on Monday, June 9, at 6 p.m. in the Central Office.
