Embezzler Pleads Guilty to 13 Theft Charges

A change of plea hearing was held Monday in Fourth Judicial District Court for a woman charged with embezzling from her former employer. Sheridan Media’s Ron Richter has the details.

Pursuant to the terms of a plea agreement reached with the State, 56-year-old Bobbi Jo Neeson pleaded guilty to 13 counts of felony theft for embezzling over $631 thousand from the B.F. and Rose H. Perkins Foundation. The plea agreement recommends a 6 to 10 year prison sentence for counts one through eight and to run the sentences concurrent to one another. It further recommends 6 to 10 years in prison for counts nine through 13, suspended in favor of eight years of supervised probation and to run the sentences consecutive to the sentences for counts one through eight. The probation period will begin once Neeson has served the 6 to 10 year prison sentence. She must also pay $631,535 in restitution. A sentencing date was not set at Monday’s hearing.

Neeson’s bond was revoked and she was remanded to the custody of the Sheridan County Detention Center pending sentencing. According to the affidavit of probable cause, on November 10, 2025, the Sheridan Police Department responded to an embezzlement complaint made by the attorney for the B.F. and Rose H. Perkins Foundation.  

The Perkins Foundation is a Sheridan based nonprofit that awards interest free loans to college students and medical grants to children and young adults. An investigation led to Neeson’s arrest on March 13, 2026.

Neeson embezzled the money between 2013 and May of 2025 when she was the Foundation Manager by placing an additional loan onto a current loan recipients account, as if they had requested and received the funds, and then deposited the student loan into one of her personal bank accounts, with the loan recipient being unaware that the loan had been placed on their account.  

Neeson also made approximately $4,200 in unauthorized rent payments for her son, who was renting a space in the same building where the Perkins Foundation is located on Loucks Street in Sheridan.
