City Council Eyes Appointment of Municipal Court Judge

Earlier this month Governor Mark Gordon announced the appointment of Jeremy Kisling as Circuit Court Judge for the Fourth Judicial District, serving Johnson and Sheridan counties. Since November of 2025, Kisling has served as the Primary Municipal Court Judge for the City of Sheridan. Due to the nature of his new judicial position, Kisling will no longer be able to serve in any capacity with the City’s Municipal Court.

City Clerk Ashlee Trangmoe, at this week’s City Council study session, said that staff is recommending the appointment of Zach Leininger as the Primary Municipal Court Judge to replace Kisling.

Trangmoe said the proposed Professional Services Agreement that will be considered with the appointment of Leininger is identical to the agreement currently in place with Kisling, including the compensation structure and terms previously approved by the City Council. She added that the transition would create no financial change or additional impact to the Municipal Court budget.  The Professional Services Agreement and appointment will be considered by the City Council at their next regular business meeting.
