Redistricting bill takes another step forward

The Wyoming Senate voted 22 – 8 on March 1, to take the redistricting bill, HB0100, to third reading.
Senators have passionately debated redistricting the state with one of two separate plans, a 60-30 and a 62-31 plan.
The Wyoming House of Representatives passed HB0100 with an amendment that included Arvada and Clearmont in House District 40. Upon reaching the Senate, the bill was referred to the Senate Corporations, Elections & Political Subdivisions committee, who removed that amendment. The issue of discussion revolves around the deviation that was required to remain under 10%.
According to Sen. Dave Kinskey, (R), the 10% amount can be deviated against based on major factors that affect local populations, such as, county boundaries, school districts boundaries and communities of interest.
Sen. Bo Biteman, (R), moved the bill forward based upon the 60-30 plan. During discussion, one Senator spoke, calling the plan a “bait and switch,” inferring the deviation would be taken to court should the bill pass.
Biteman responded on the Senate Floor.
Biteman continued, saying many lawmakers are too concerned about remaining within the 10%.
The majority of Senators agreed. The bill containing the 60-30 plan, passed second reading on a vote of 22-8.
In an exclusive interview with Sheridan Media, Kinskey said the outcome of second reading is a positive for Arvada and Clearmont as well as School District #3 and both he and Biteman will continue to rally support in the Senate to retain the 60-30 plan.
The bill will now go to third reading.
