cvannoyMonday, Sept. 19, Clearmont Town Council met at town hall.
Mayor Chris Schock reported on the NEWY (Northeast Wyoming meeting of Mayors and Councils) meeting.
One item they discussed was Amendment A which will be on the ballot this November, and if passed it would allow municipalities to invest their reserve through state treasurer’s office, and they invest in international stocks that would bring a higher rate of return.
Councilwoman Anna Switzer asked what would happen can we draw the money out. Schock said this is something they would have to find out about. Discuss centered on the performance of the stock market, and many of the council members felt it was not a good idea to invest the reserve.
He also talked about WAM (Wyoming Association of Municipalities), which will meet in January,
ARPA Covid Money was discussed, and the money will be used for water lines on Water Street. He said there were a lot of hoops to jump through to get the funds.
Schock reported that he had applications for the town maintenance position, and he recommended splitting the position into two, one for maintenance and one for water. He said he had two applicants, one for each position. Switzer asked for an executive session to discuss personnel.
In other business Town Clerk Vivian Ramsay reported on the WAMCAT (The Wyoming Association of Municipal Clerks and Treasurers) meeting, and said there is a lot of support there for town clerks. “Big town or small town, we all face similar problems.”
She also said she will be gone in November 7-15,when she joins the church for a Honduras Mission. She will be back on Nov. 16. Schock will come into the town hall periodically while she is gone.
John Kiser, maintenance supervisor, reported on maintenance of the sewage ponds, and keeping the duckweed out of the ponds was discussed.
Several policies were approved several policies, including updating the policy and procedures manual; update the IT policy; update the town hall security system; anti-virus software upgrade; End-of-Year Adjustments, F-66 and Annual Report Summary for FY2022; the sales of big trash cans, and designate usage of reserve funds.
Meeting adjourned to executive session. Next meeting will be Oct. 17 at 6 p.m.
