State Senator Dave Kinskey (R-Sheridan) spoke to the Buffalo City Council at their recent meeting to discuss the Legislative Session which start today in Cheyenne.

Kinskey said this year’s budget session will be a tough one, as the state’s finances are not in good shape.

One contributing factor to the state’s financial woes is the unpaid mineral taxes which has hurt not only the state, but local city and county governments as well.

He said there is a plan by a legislative committee to try to recover those unpaid taxes.

The committee’s plan is to transition from paying mineral severance taxes quarterly to monthly, but the problem has been how to accomplish that without bankrupting the companies in the process.

The plan is acceptable to the production companies, according to Kinskey.
