JCSD1 Board Passes 2023-24 Budget

The Board of Trustees for the Johnson County School District, during their regular meeting this week, reviewed their proposed budget with District Business Manager Connie Gay.

According to information provided by the board, Johnson County’s assessed valuation, which is a fluid number at this point, was estimated to be at just under $511 million, which is an increase of 41.5% over 2023 which was $361 million.

Gay’s budget report explained that due to increased valuation in the county, JCSD#1 became a recapture district in 2022-23 and will likely be so again in 2023-24.

According to the Wyoming Department of Education website, “the Wyoming School Foundation Program provides a guaranteed level of funding to every Wyoming public school district.

That funding level is compared to the district’s available local revenue sources. If a district’s local revenues turn out to be less than its guarantee, the state makes up the difference through a series of entitlement payments distributed to the district throughout the school year.A few school districts have local revenues in excess of their guarantees.

These districts must rebate the excess to the state of Wyoming, a process known as recapture.”

The estimated mill levy for the County Recreation Board will be roughly $511,000; and the estimated value of the half-mill for BOCHES is just over $255,000.

The proposed budget for 2023-24 shows revenues at about $44 million, with expenses at $39 million.
